Claiming that the then NDA government had taken a written undertaking from Pakistan that it would not allow its land to be used for spreading terrorism, Joshi said Prime Minister Manmohan Singh diluted the matter by stating that Pakistan itself was a victim of terrorism. Charging Prime Minister Manmohan Singh, Union home minister P Chidambaram and external affairs minister SM Krishna of speaking in different voices over the issue, he said it showed that the Centre lacked a concrete policy on it. Joshi said that the ongoing violence in the Kashmir valley was not related to either law and order or development but an issue related to separatism and terrorism and it was essential to understand the design of the forces behind it. "What is happening in Kashmir is being guided by the neighbouring country in which foreign players are taking keen interest while the Central government appears to be in a state of dilemma," he said while talking to newspersons here on Saturday.
LUCKNOW: Terming the present crisis in Jammu and Kashmir as a result of a conspiracy hatched by Pakistan, senior BJP leader Murli Manohar Joshi accused the Union government of lacking a concrete policy to deal with the issue.
